2ème Forum annuel de la Stratégie de l’UE pour Région Alpine (EUSALP-SUERA), Innsbruck

Le 2ème Forum annuel de la Stratégie européenne macrorégionale pour la Région Alpine organisé dans le cadre de la présidence autrichienne s’est tenu à Innsbruck les 20 et 21 novembre 2018. Il a permis une nouvelle fois de bénéficier d’une vision d’ensemble des dynamiques alpines de coopération coordonnées et impulsées par la SUERA.

Aux côté de la délégation française constituée de représentants de l’Etat (CGET), des régions (Auvergne-Rhône-Alpes, Bourgogne-Franche-Comté et SUD/Provence-Alpes-Côte d’Azur) et de la Métropole Grenoble-Alpes, parties prenantes de la Stratégie, le PARN a participé, en tant que représentant des acteurs français des risques naturels, aux sessions plénières du Forum  ainsi qu’à l’atelier thématique n°2 consacré à l’implication des jeunes générations dans la construction d’une culture citoyenne partagée en matière de gestion des risques naturels en montagne.

Cet atelier, organisé sous la forme d’un jeu expérimental modéré avec les décideurs, les scientifiques et les jeunes participants, visait à discuter des solutions potentielles aux défis actuels et futurs de la gestion des risques de catastrophes naturelles dans un climat changeant, pour assurer un développement durable des territoires alpins pour les générations futures.

Workshop 1: Model EUSALP 2018 „Young ideas matter – beyond borders, across countries, within the Alps“

08.30 – 11.15

The simulation Model EUSALP 2018 invites students to act and negotiate as delegates representing the seven member states of the EUSALP. The goal is to simulate a EUSALP’s Action Group meeting on the basis of EUSALP’s rules of procedure. The overall topic of the simulation model EUSALP 2018 will be “reconciling mobility and environment”.

Workshop 2: Natural Hazard Risk Management in a changing climate – the next generation

09.00 – 12.30

The Alps are one of the most beautiful and precious environments of the world. With the demand for living space and infrastructure and the climatic changes, the need for protection against natural hazards has increased. The challenge is to provide sustainable protection for today’s younger generation taking into account ever increasing maintenance costs due to more investment and the fact that budgets are limited.

This workshop is a moderated experimental game and aims at discussing potential solutions to present and future challenges of natural hazard risk management with decision makers, scientists and youth to ensure sustainable development for the generations to come.

Workshop 3: A journey through the Alpine Region

09.00 – 10.45

The Work Plan of EUSALP Action Group 4 foresees harmonizing the different existing but in many cases not interoperable information, tariff and ticketing systems across regional and national borders. The objective is to connect the different existing platforms to create an integrated travel information system in the EUSALP territory, facilitating interoperability of the different information systems in order to provide better connectivity to travelers (inhabitants and tourists). The overarching aim is to promote sustainable modes of transport, facilitating door-to-door mobility and making public transport and soft modes more attractive versus the individual motorised transport.

In this context, the workshop “A journey through the Alpine Region” aims at simulating a journey through the Alpine Region. During the game students should experience the problems of getting cross-border schedule information and buying cross border tickets in the Alpine Region. Their results and problems can be used for the further development of this activity in the Work Plan of Action Group 4.

Workshop 4: Pluralism in the Alps: Learn from inspiring practices!

The Alpine area is experiencing the combined challenges of an ageing population and new migration models. At the same time, increasing cultural diversity and pluralism are opportunities for social innovation and development. The project PlurAlps, which is funded by the INTERREG Alpine Space Programme, focuses on migration and a better understanding of pluralism as a chance for the Alpine area. As part of PlurAlps,  Alpine Pluralism Award 2018 makes innovative integration projects visible. In this workshop you learn more about the practical experiences of the four winning projects:

  • The 6th continent – House of Solidarity (Bressanone, IT)
  • Revealed hands – Connecting women of diverse backgrounds (Jesenice, SI)
  • Germinale Agricoltura Comunitaria – Combining community work, agriculture and integration (Valle Stura, IT)
  • Talents for Austria – the role of education (Styria and Lower Austria, AT)

In this context, we would like to exchange success factors and obstacles and to provide space for new project ideas. Furthermore we invite you to discuss a policy paper on pluralism and the integration of migrants in the Alpine region, which is currently being elaborated by the PlurAlps partners.

Workshop 5: Alps2050: Common Spatial Perspectives for the Alpine Area – towards a Common Vision

The Ministers responsible for Spatial Planning of the Alpine Convention States have agreed in 2016 to initiate a project on spatial development visions and perspectives for the Alpine Region with a time horizon towards 2050. This project has been implemented as a targeted analysis in the framework of the EU Spatial Planning Observatory Network (ESPON) and involved an international research team from all Alpine Region countries, led by the University of Erlangen-Nürnberg.

The project results will serve as an important input and be taken up by several territorial development initiatives, such as EUSALP, Alpine Convention and the INTERREG ALPINE SPACE Programme 2020+.

It is the aim to present the results of this project and discuss its findings and implications with a broader public.

Workshop 6: Promoting Open Innovation in the EUSALP macro-region: experiences and lessons learned from the Alpine Regions

11.15 – 13.00

Open Innovation model is used to encompass the complexity of factors that influence innovation at regional, national and international level. Several factors influence open innovation dynamics: companies, government and governance, the education and research system, research intermediaries and wider framework conditions (e.g. financing, legal, regulations, standards, internal demand and cultural framework). Every element of the system needs to work at least at an acceptable quality and efficiency, and the interlinkages between them need to function well. The capacity of the macro-region to deliver in knowledge intensive activities will depend on the flow of knowledge and ideas, and from a supportive framework enabling the key players to act in global value chains where high value activities emerge.

In the framework of this workshop, EUSALP Action Group 1 intends to discuss on Open Innovation and on how to implement the model at macro-regional level. The focus will be on creating the conditions for mutual learning and for the development of Smart Specialisation Strategies at transnational level. Open Innovation platforms and other experiences can be useful tools within the entire research and innovation ecosystem.

Regions will share experiences and will present existing tools to build on for the creation of an Open Innovation Platform for the Alpine macro-region. The platform will support regions promoting interregional cooperation based on Smart specialisation and cross-sectorial fertilisation. Starting from a discussion on European experiences in the field of Open Innovation the workshop will explore on one hand the issue of interoperability between different platforms and related tools, and on how to make available existing platforms to those regions not having developed yet their own implementation tool for Open Innovation. It will also provide an opportunity to reflect on the relationship between the existing platforms and the Platform of knowledge (POK) developed in the framework of the ALPGOV project.

Workshop 7: Cross-border commuter mobility

11.15 – 13.00

Cross-border commuter traffic is sparsely on the political agenda, overlooked by road freight traffic and tourism/leisure mobility. In terms of the reduction of emissions commuter mobility offers a great chance to contribute to COP21 and to increase quality of life at regional level. Transport networks and services have for a long time been planned in a purely national context. These transport networks and services therefore are no longer in coherence with the ever-increasing passenger flows across borders. This holds particularly true for public transport systems. Commuting across borders is a reality, and most of the transport flows are by cars.

Cross-border mobility concerns various public authorities at different levels (national, regional and local) as well as from different types of players in the system: Municipalities, transport organisations, private companies and the commuters themselves. It needs therefore a true multilevel and cross-institutional governance approach. Cross-border mobility is furthermore affecting metropolitan areas like Geneva, Salzburg and Strasbourg as well as rural areas such as the French/Swiss Jura mountains and the cross-border regions Engadin-Venosta Valley-Landeck, to name but a few.

Both EUSALP Action Group 4 and Action Group 5 have identified the topic of cross-border mobility as of strategic relevance and as a topic which should be dealt with within EUSALP. As a result, the ARPAF project “CrossBorder” as collaboration between Leaders of both Action Group 4 and Action Group 5 was launched to address this challenge with the aim to identify solutions for facilitating cross-border passenger flows in the Alpine Region.

In the Workshop the Crossborder Mobility Project as well as the Pemo and the Peripheral Access Project will be presented. On this basis the participants will discuss the main challenges towards the creation of a cross-border passenger/commuter mobility system making public transport and sustainable modes more attractive and easy to use. The workshop will also focus on information and communication technology (ICT) enabling factors in term of infrastructures and digital services.[/vc_column_text][/toggle][/toggles][vc_column_text]Résultats des workshops
